Come to think of it, you'll probably want to setup key based auth. But assuming that it does, tell virt-manager to connect via ssh using your non-root user, and away you go.
I will try this out when I get home tonight and report back. At that point I would assume that virt-manager has a way to connect via ssh, even in Windows. Once you have that, ensure that your non-root user is a member of the libvirtd group. That sounds like a different problem from what was originally posted. They have since fixed that, but now that I understand the libvirt tools, I can't imagine going back. I had to move off of Proxmox because of the Java console thing. Virt-manager is definitely finickier than Proxmox.
I don't have access to my server, else I would tell you specifically. Check out /etc/groups on the server and one should be named like libvirt-something. I believe all you need to do is add the users you want to be able to control VMs to one of the groups that libvirt creates. WebVirtMgr appears not to work for existing installations of kvm. Is there some software package I can install either on the host or on another machine that can ssh (or whatever) into the host and control kvm? I thought webmin/virtualmin could do this with cloudmin, but that project appears not to have been updated since 2009, and no instructions are given for adding the cloudmin plugin to an existing install of webmin. At the moment, changing virtualization infrastructure is not in the cards.
